I appreciate the clarification.  My knee-jerk assumption when this is brought up is to immediately think the second group, and that's not necessarily a justified conclusion.

I still suspect the Oakland women's basketball program was fitting into the 2nd type a few years ago and it led to the firing of the coach.  I could be wrong, of course...
